近期看到一幅图片里有这么一句话，为何前半句里有两个动词，owe 和are:
No one owes you are yourfamily anything; nor is it the local government's responsibility to support youduring trying times like this.
前半句为何用are, 不是and? 是某种强调句型？

No one owes you are your family anything, nor is it the local government's responsibility to support you during trying times like this! Sink or swim, it's your choice! The City and County, along with power providers or any other service owes you NOTHING!
